On Tuesday, President Donald Trump and tech mogul Elon Musk made a rare joint appearance in the Oval Office, where they took questions from reporters regarding their ongoing push to reform federal government operations through the Department of Government Efficiency (DOGE) initiative. The initiative, which aims to reduce wasteful government spending and restructure the federal workforce, has already drawn significant attention and legal challenges.
Trump's executive order, signed during the press conference, outlines specific steps for the implementation of DOGE, including directives for federal agencies to work with the initiative to cut government expenditures. According to the president, DOGE has uncovered "billions and billions of dollars in waste, fraud, and abuse," with estimates suggesting that the total amount of waste could approach a staggering $1 trillion. However, Trump and Musk did not provide specific examples or a clear breakdown of how they arrived at these figures.
The executive order also includes new guidelines that will significantly impact the federal workforce. One of the key provisions calls for a reduction in the size of government agencies, with agency heads being instructed to initiate “large-scale reductions in force” as part of a broader effort to streamline operations. While the order does not specify how many workers may be affected, it does lay out a hiring cap, stipulating that each agency can only hire one new employee for every four employees who depart. This provision is aimed at reducing the overall size of the federal workforce while still allowing for necessary hiring in key areas.
However, the order does include several notable exceptions. It specifies that military personnel will be exempt from these staffing reductions, as well as positions directly related to national security, homeland security, and public safety.
The DOGE initiative has already been a focal point for several major changes within the federal government, with Musk spearheading efforts to reduce billions of dollars in federal spending. In recent weeks, Musk has worked to dismantle parts of government programs, including the U.S. Agency for International Development (USAID), an effort that has generated widespread legal challenges and uncertainty among federal employees.
During the appearance, both Trump and Musk addressed criticism regarding the transparency and legality of DOGE’s actions. Reporters questioned whether the administration needed congressional approval to carry out such sweeping reforms, as well as whether the administration would comply with legal rulings against the initiative.
Trump, who has faced multiple legal challenges to DOGE’s actions, including a federal judge’s ruling blocking staff access to sensitive Treasury Department materials, assured the public that the administration would abide by court rulings. "I always abide by the courts. Always abide by them, and we’ll appeal," Trump stated.
Musk, for his part, defended the transparency of the DOGE initiative. Clad in a black "Make America Great Again" hat and a trench coat, he explained that DOGE's efforts are being fully documented and made publicly available. He emphasized that the administration is committed to being as transparent as possible, adding that all actions taken by DOGE are posted online for public viewing.
In a brief but impactful 30-minute appearance, Musk and Trump made it clear that they are committed to following through on their promises to enact sweeping changes to the federal government, even in the face of mounting legal challenges. The DOGE initiative is poised to continue pushing forward with efforts to reduce government spending, shrink the federal workforce, and implement major reforms to how the U.S. government operates.
